The ACT replaces the FHOG with Australia's most generous stamp duty exemption - full exemption on properties up to ~$1,017,500.
The ACT does not offer a First Home Owner Grant. Instead, the Home Buyer Concession Scheme (HBCS) provides a full stamp duty exemption on properties valued up to approximately $1,017,500 for eligible first home buyers. This exemption is worth up to $33,275 - significantly more than the $10,000-$30,000 FHOG offered in other states for typical Canberra purchase prices. The HBCS applies to both new and established homes, which is a major advantage over states where the FHOG only covers new builds. The scheme is administered by the ACT Revenue Office.

ACT Stamp Duty Savings for First Home Buyers
The HBCS provides a full stamp duty exemption up to ~$1,017,500 - saving up to $33,275 on your first home.
In the ACT, eligible first home buyers pay zero stamp duty on properties valued up to approximately $1,017,500 under the Home Buyer Concession Scheme. This is the most generous stamp duty concession in Australia - far exceeding the thresholds in NSW ($800K), Victoria ($600K), or Queensland ($700K). Above the threshold, a concessional rate applies up to approximately $1,120,000. The exemption applies to both new and established homes, and the ACT is progressively phasing out stamp duty entirely as part of its tax reform program. On a $750,000 property, the full exemption saves approximately $19,750.
